Robert Evans

Robert L. Evans, Ph.D.
Director of Human Capital Development

Over 35 years of teaching, training, and curriculum development throughout the Federal Government and Colleges and Public School systems. This record of accomplishment is evidenced by years of service as an educator, as well as a Federal government leader responsible for training and developmental programs. Possess the abilities to conceptualize, develop, and assess multi-varied educational and professional development programs for diverse audiences, while managing multi-task objectives.

During his tenure with the US Department of the Treasury, he conceptualized, developed, and institutionalized a Department-wide Ethics and Decision Making workshop series. Using a competency-based, criterion-referenced system, he pioneered the introduction of and requirement for an integrated ethics curriculum that became a model for other Federal departments and agencies.

At Destiny Management Services where he directs the Human Capital Development Program, Dr. Evans champions the introduction of ethics workshops and seminars across the Federal spectrum. Dr. Evans was invited by the US Department of the Interior (Interior) in 2008 to assist the department in responding to the political fallout stemming from the (old) Mineral Management Service debacle. He created and still teaches a now Interior-wide mandated ethics program, "Creating and Working in an Ethical Culture: Integrity and Teamwork." Dr. Evans is requested each year to instruct this workshop at Interior Headquarters and all regional offices across the United States.
