Donna M. Mitchell, President
Ms. Mitchell has over 20 years of experience in government accounting, auditing, financial management, budget, conference management, and contracts management. As president of Destiny for the last ten years, she provides management expertise and effective solutions to the full range of our contracts. Ms. Mitchell has implemented and initialized accounting systems and managed accounting departments for over 20 organizations. She has served as Vice President of Finance and Administration; CFO; Director of Accounting; and Contracts Manager. Ms. Mitchell has an MBA from Southeastern University and an undergraduate degree from Howard University.

Melcom Pearmon, Director of Accounting and Finance
Mr. Pearmon has over 15 years of Government accounting, financial management, cash management and contracts administration experience. Mr. Pearmon has provided training on various accounting systems to companies that provide government contracting services to the Federal government. Mr. Pearmon has a BS in Accounting/Finance from Bowie State University

James Anderson, CPA, CISA, CGFM
Mr. Anderson has over 22 years of experience providing financial and information system consulting, accounting and auditing services to Federal, state, and local governments.  He has extensive experience in providing consulting services for system implementations and system reviews, recovery and forensic audit services, cost and pricing, defective pricing, pre-award evaluations (including financial capacity reviews) grant and contract close-outs and proposal evaluations.  Mr. Anderson counts among his Federal client agencies the Environmental Protection Agency, Health and Human Services, Executive Office of the President, FEMA, U.S. Customs Service, Farm Credit Bureau, U.S. Census Bureau, and the Federal Transit Administration, Department of Transportation. Mr. Anderson has recently completed projects doing Quality Control Reviews (QCR) of grantee audits (A-133), program specific audits and compliance audits, as well as SAS-70 Reviews as a means of due diligence for Federal agencies.  His experience includes A-76 review (Cost/Benefit Outsourcing) for the Customs Service, risk analysis and financial capacity reviews of grantees for the Federal Transit Administration, and cost incurred and cost allocation audits and consulting for the Federal Emergency Management Administration.  Mr. Anderson holds the Bachelor of Science degree from the University of North Carolina, Chapel Hill, and the Master of Business Administration degree from Carlson School of Business, University of Minnesota.  His memberships include the Federal Issues and Standards Committee of the Greater Washington Society of CPAs and the AICPA subcommittee on Federal Accounting and Auditing.

Robert Evans, Ph.D.
Dr. Evans has over thirty-five years of professional service as an educational leader in the Federal government, as well as public school and university settings, and is recently retired from the US Department of the Treasury as a Director of Education.  He has expertise in curriculum development and competency-based educational program implementationand served in leadership capacities directing this effort in the Office of the Chief Human Capital Officer, US Department of the Treasury.  In this capacity, Dr. Evans directed the establishment of such novel human capital development projects as the Senior Leaders-in-Residence, High Achievers Staff Development, and the Mid-Level Management Preparatory Development programs.  These programs were implemented in all of the Treasury bureaus and services. Dr. Evans career history includes serving as a professor and administrator at such institutions of higher education as Beloit College, Syracuse University, Howard University, and The Ohio State University.  Dr. Evans developed an innovative skills-based teacher education program at Syracuse while serving as the Director, Syracuse University Teacher Corps project.  He holds the Bachelor of Arts degree from the University of South Dakota, Master of Education degree from the University of Virginia, and Doctor of Philosophy degree from The Ohio State University.

Stanley R. Wright
Mr. Stan R. Wright was a 1985 "Who's Who Among Students in American Colleges and Universities" recipient and received his CPA license in 1993. As a 1985 graduate of Virginia State University, he earned a Bachelor of Science in Accounting and Finance, and as a 1999 graduate of Howard University School of Divinity, he earned a Master of Divinity. He is a highly motivated, results-oriented professional with twenty-five years of diverse experience. He has effectively provided customers' senior and mid-level management officials with managerial, technical and analytical services. Stan's broad range of professional experience includes auditing, financial education/planning, tax preparation, budgeting, accounting policies and procedures, financial statements, and systems (application) development. Stan is an Ordained Minister in the African Methodist Episcopal Church, having pastored for three years. He is also a member of the Alpha Phi Alpha Fraternity, Inc. He sums up his primary objective in his professional and personal life as, "being equipped, available, suitable, and accountable to equip and help meet the needs of others, and to help them successfully achieve their goals."

Vernon R. Ware
Mr. Vernon R. Ware is an accounting professional with over 18 years of experience in both private sector and non-profit organizations. He has practical work experience in accounting, financial management, training, staffing and accounting system management, optimization and restructuring. His specific FTA related experience is with FTA FMO Oversight Reviews, Indirect Cost Allocation Plans and FTA ARRA Reviews. He received his B.S. of Accounting in 1992 from the University of Maryland at College Park and he obtained his CPA license from the State of Maryland in 1994.

Dwight Mitchell, Contracts Manager
Mr. Mitchell serves as corporate contracts manager and develops, and/or reviews all corporate documents. Mr. Mitchell has reviewed and written and negotiated over thirty (30) commercial fixed price and fixed unit price type contracts, memorandums of understanding and letter contracts for parking services throughout the United States. Mr. Mitchell holds a Juris Doctor from the University of Maryland and a Masters in Administrative Management.

Drusilla Pierce, Management Analyst
Ms. Pierce has more than twenty years in grants management, training and accounting experience, along with experience in financial statement preparation, budget/account management, accounts payable, general ledger, and reconciliation. She possesses strong management skills, and has automated and designed programs to streamline fiscal reporting. She has provided training on the Management Control Process (MCP) at WRAIR that covered the statutory and regulatory requirements of the Army's MCP, the underlying Army philosophy on management controls and the major elements of the Army's process. Ms. Pierce has facilitated brainstorming sessions to identify risk, and assisted with the identifying and developing of corrective actions to mitigate risk. With the State of Maryland, Ms. Pierce developed training packages and trained the Division Directors on how to write budget justifications and prepare the annual budget.

Archie Ford, Program Manager
Mr. Ford is a Program Manager with Department of the Army for over thirty years. He is an operating and systems accountant, and is a Management Analyst for Process Improvements for the Global War on Terrorism with Walter Reed Army Medical Center. He has been a Management Analyst for Agency Implementation of OMB A-123 (Revised). He is a licensed Examiner with the Malcolm Baldrige Quality Award.
